In our first newsletter edition, we explored how Taiwan and France are strengthening their partnership in semiconductors, a foundational industry shaping global innovation.
In this second issue, we expand the conversation to other key drivers of the future economy, from cultural and creative industries to clean energy and climate innovation.

If semiconductors power the hardware of the future, creative industries shape the stories, experiences, and identities that connect communities worldwide; while renewable energy technologies are redefining how those communities are powered, sustainably and at scale.


What Is La French Touch?

La French Touch is France’s national initiative supporting the cultural and creative industries, uniting creators, brands, studios, and innovators under its iconic orange rooster. It provides a full continuum of financing, innovation programs, and global missions to help French creative companies scale internationally and collaborate across borders.

This month, Taipei and Paris became two stages for this growing synergy. From the cross-border CCI dialogue held in Taipei to the unprecedented French delegation at TCCF, and the participation of Taiwanese innovators at We Are French Touch, we see collaboration unfolding in new and inspiring ways.

The discussions revealed how emerging technologies, AI-driven localization, immersive art, digital fashion, and data-powered audience engagement, are reshaping the ways we produce, distribute, and experience culture. The energy for cross-border collaboration was unmistakable.

TCCF 2025: The Largest French Delegation Ever to Taiwan

Under the ICC Immersion program, co-organized by Business France, the French Institute, and the French Office in Taipei, the delegation showcased France’s leadership across animation, series production, digital creativity, immersive experiences, co-production, and culture-tech innovation.

This year’s Taiwan Creative Content Fest (TCCF) welcomed the largest French presence in its history:

  • 80+ French industry professionals
  • 4 high-quality workshops
  • Delegations from CNC, Bpifrance (French Touch initiative), Unifrance, Series Mania, Shoot the Book, and more.

Workshop Highlights

  • Gobelins: “Create your own IP” training program
  • Séries Mania | Serial Bridges: Cross-border dialogue on series creation
  • Produire au Sud: Film project development and pitching
  • European Co-production Lab: International co-production strategies

These workshops not only showcased expertise but also created new opportunities for filmmakers, creators, and studios in Taiwan and France to collaborate.

NEW: Discover the French Innovation & Start-up Ecosystem – Global Pathfinders 2026

Are you eager to explore France’s innovation and start-up ecosystem? Following the success of the five Global Pathfinder projects in 2025, the French Office in Taipei will launch seven new thematic programs in 2026, including a dedicated track on innovation.

“巴黎新創夢想家 Innovation et start-ups”

A unique two-week immersion program for 10 young Taiwanese talents, offering firsthand experience inside Paris’s innovation and entrepreneurship landscape, supported by La French Tech.

Paris (7 – 22 June 2026)

1. Dive into the Paris innovation ecosystem:

  • Visits to major innovation hubs, incubators, and a leading university
  • Meetings with policymakers shaping France’s technology strategies

Floating Solar & Energy Innovation: Insights from Ciel & Terre at Energy Taiwan Week

As Taiwan accelerates toward its net-zero 2050 goal, floating solar is gaining strategic importance; particularly as rooftop and land-based solar capacity reaches saturation.

During Energy Taiwan Week that  took place from October 29-31, 2025, we spoke with George Wang, General Manager of Ciel & Terre Taiwan. Ciel & Terre is a French pioneer of floating solar, with over a decade of experience in large-scale FPV deployment worldwide. In Taiwan, it is a core contributor to the Changbin near-shore floating solar project (~440 MWp total capacity), including ~280 MWp delivered by Ciel & Terre, producing around 260 GWh per year that is enough to power ~65,000 households

Energy Taiwan Week: Clear Signals from the Market

According to George Wang, this year’s Energy Taiwan Week marked a new milestone for Taiwan’s renewable energy landscape:

  • Limited rooftop capacity is driving demand for alternative solar solutions
  • Corporate demand for green power by default is accelerating, including from AI and data-center related activities
  • Floating solar is increasingly viewed as a natural complement to Taiwan’s energy mix
  • Policy signals suggest greater openness to foreign suppliers, FDI, and cross-border collaboration, alongside continued subsidy support
  • Circular economy considerations, including recycling and reuse of solar components, are gaining visibility

Innovation at the Core: Digital Technologies & Floating Solar

A notable trend this year was the growing presence of digital and tech-driven companies in the renewable energy space. George Wang highlighted increasing collaboration around:

  • Data analytics and simulations to model wind, waves, and sea conditions
  • AI-driven optimization for operations and maintenance
  • Sensor-based monitoring to improve reliability and reduce long-term risk in offshore and near-shore floating solar systems

Taiwan’s strengths in semiconductors, sensors, and digital R&D position it as an ideal environment to integrate smart technologies into energy infrastructure.

France–Taiwan Synergies in Clean Energy

George Wang emphasized strong complementarities between French innovation and financing capabilities and Taiwan’s manufacturing and testing ecosystem. With its challenging climate conditions, Taiwan offers a unique testbed for floating solar technologies: solutions proven here can scale across Asia-Pacific markets such as Japan and Korea.

As floating solar moves from pilot projects to large-scale deployment, collaboration between energy, hardware, and digital tech players will be essential. Energy Taiwan Week made it clear: innovation at the intersection of renewables and deep tech is accelerating and cross-border cooperation will be key.


Looking Ahead: A New Chapter for France Taiwan Creative Collaboration

From semiconductors to creative industries, France and Taiwan are building a multidimensional partnership grounded in shared values, complementary expertise, and a shared drive to innovate.

La French Tech Taiwan will continue to:

  • Build bridges between French and Taiwanese CCI ecosystems
  • Facilitate partnerships in culture tech, immersive experiences, film, TV series, animation, music, videogames, design, and fashion
  • Support Taiwanese companies expanding into France and Europe
  • Bring French innovation and expertise to Taiwan’s creative community
